Very interesting but I suspect theocratic Iran built on pre-existing Persian institutions vs building new institutions. The regime they replaced (the Shah regime) was just brittle since it was Western based, not indigenous. Whereas Egypt adopted Western style institutions long ago when Egypt was semi independent under the Ottoman Empire. Just my working hypothesis.
For any government institution to be successful, sustainable, and resilient, it requires a structure that is rooted in and responsive to the indigenous environment it serves. Its aim must be to serve the public, not to benefit a small elite at the expense of the masses. Iran, under the leadership of Shaheed Ayatollah Khamenei, called on the Iranian public to take responsibility and mature in the management of their own institutions, making them sustainable.
